If you see someone blatantly throwing rubbish on the road side, what do you do?

A couple of days ago while cycling I saw this guy cycling in front of me non-chalantly throwing his finished drink on the side of the road, right on the grass. I couldn't believe my eyes. He didn't look like a migrant worker, or someone uneducated. Dressed in sports wear. Well-built. One head taller than me.

I tried to catch up to him and said "hey, you can't throw your rubbish like that man". Turned out he didn't speak any English. Kept saying 不懂不懂. Unfortunately my Chinese wasn't good enough and in the heat of the moment I forgot how to say throw rubbish in Chinese (damn!) so I just gestured, but he kept shaking his head 不懂不懂 then after a while he cycled away. At that point I was already very frustrated so I just shouted aloud "hey, don't throw rubbish just like that". The guy escaped. There were quite a few people around and all looked at me like I was an alien.

Don't know what to feel about it. But in the past whenever I saw some rubbish on the road side I've always wondered what kind of people would just throw rubbish like that. Like, don't they know this is not the norm in Singapore?
