The title isn't everything in powerscaling( strongest man, strongest swordman etc)

I see some people try to power scale only based on the titles of the characters I mean it's not the only thing to use while powerscaling, let's take whitebeard for an example, he had the title of the strongest man alive even when roger was alive, and Roger is the same person oda said was equal to whitebeard in strength, also whitebeard didn't lose his title when he got older and weaker, at marineford he didnt dodge squard's attack and he wasn't able to use conquerer's haki even though he used advanced conquerer's haki months before against shanks I'm sure that at this point shanks and kaido were both stronger than him but he still had the title of the strongest man alive and that's because the people in One piece or the civilians, marines and people they fought give those characters their titles it's not that oda himself is saying that but he's telling us inderictly through this characters but that doesn't mean that the title is ACCURATE like I said whitebeard still had the title of the strongest even though he got so weaker and he had it before at the same time roger was alive even though they're equal in power( another reason he had it rather than roger is because of his destructive ability) I remember once some marine/akainu fan said that because whitebeard still had the strongest man title he was still the strongest, he was only saying that so he can overhype akainu or something yk akainu fought sick whitebeard at marineford but let's say he's right and the title is the only thing we should take into powerscaling, does that mean that sick Whitebeard is stronger than imu?, obviously not, normal people don't know that he even exist that's why I'm saying that titles aren't 100% accurate or true and that's why I believe that shanks and mihawk might be equal in power eventhough mihawk got the title of the strongest, we didn't see them fight at their prime to decide who's stronger but because of the plot of zoro's dream and him wanting to defeat mihawk so he can become the strongest swordman I think oda made or will make shanks weaker than mihawk or equal to him.

The gorosei cant get powerscaled normally

I thought before that the gorosei are as strong as the yonko or stronger but it isn't that simple they can't get powerscaled like normal characters and that's because of their regeneration abilities, if they actually face any of the yonko like kaido or shanks they will lose because their regeneration will stop if their opponents use strong conquerer's haki, so against a yonko or a character that has strong conquerer's haki they're YC+ level (with warcury possibly being admiral level) I mean without their regeneration abilities most of them don't have strong endurance, I still remember how 2hp Kuma punch made saturn go flying, but if a character that doesn't have conquerer's haki face them the gorosei would seem undefeatable to them, last thing I wanna point to every one that says that the gorosei are yonko level, imagine if the former four emperor's or yonko (whiteboard, shanks, bigmom and kaido) actually appeared in egghead instead of the gorosei their presence would be way more terrifying.

When did York exactly order the seraphim's to obey when she was always with the others meanwhile the seraphims supposedly waited outside so when did she order them face-to-face?
