RBI Ombudsman closed my complaint with fake reasons

I had registered a complaint regarding debit of account in name of another payee and with a different amount via a cheque number issued by me to a different person. The RBI Ombudsman closed my complaint with the following -

"Your complaint is regarding Cheque Clearing. Please note that the complaint could not be processed as the same has been filed by a third party without proper authorization. Kindly note that under the Reserve Bank – Integrated Ombudsman Scheme, only the complainant personally or through authorized representative, other than an advocate, unless the advocate himself/ herself is the aggrieved person can lodge a complaint. You may lodge the complaint with authorisation letter.

  1. In view of the above, we are constrained to classify your complaint as non-maintainable and close it under Clause 16(1)(a)10(2)(f) of the Reserve Bank - Integrated Ombudsman Scheme, 2021 (RB-IOS), which stipulates the following:

 

“A complaint under the Scheme shall not lie unless the complaint is lodged by the complainant personally or through an authorised representative other than an advocate unless the advocate is the aggrieved person.”

  1. This is issued with the approval of the Deputy Ombudsman.

  2. We request you to provide feedback for the above disposal on https://cms.rbi.org.in.

  3. Please note that the complaints closed under Clause 16(1)(a)10(2)(f) of the Scheme are non-appealable under the provisions of the RB-IOS."

Read the 6th point. So my assumption is that this clause was specifically chosen so that no appeal could be done.

What even is the point of RBI Ombudsman if they can cite such fake reasons to just dismiss the complaint even for such serious matters. Never expected RBI as a premier body to behave like typical Indian regulatory bodies.

Someone please suggest a solution other than going to the Courts.
