How can i properly compliments a poc womans hair without sounding racist?

Hii! I'm mixed, very white presenting and im just wondering how can i compliment a POCs hair without looking weird? I've complimented many women's hair in the past because, it's gorgeous! I love how beautiful their hair looks and sometimes i wish my hair could have that definition! But recently ive noticed, more online than not. That i've been called disrespectful? Whether it be i've accidentally complimented a few months old dreads and they call me rude for it, or something like that. How can i tell them i didn't even notice and their hair is absolutely stunning because i feel bad coming off as racist towards them! I'm not sure how dreads or cornrows work and i didn't know complimenting them when they're older is rude

Hi! I'm Scottish. I'm not RCTA or anything but am I the only one who wishes they had a different culture? I love Scotland, and id choose to live here anytime. But im a bit bored. I have a bunch of non white friends who have vibrant and well celebrated cultures. And i can't help but feel envy that they have such beautiful and unique cultures whereas the most that's celebrated around my part is... We eat haggis sometimes.
