Ward Office With After-Hours Access

I've searched this every way I could think of and come up empty. Is there any Kyoto ward office - health insurance desk specifically - that offers evening or weekend hours even one day a month? When I lived in Kobe there was one, but all I've been able to find are the certificate counters (which I knew about anyway, and can't provide the service I need). Thanks in advance for your help.

Just looking for a bit of input here. I'm about to buy my first bottle of this one - don't know what took me so long - and here (Japan) I can get either the '20 or '21. Any strong opinions on which is the better version? I know that '21 is generally considered the better vintage for Rioja but this bottling seems pretty consistent. If anything there's maybe a feeling that the 2020 is a little more robust and "typical", and the 2021 a little more elegant and refined. Thanks in advance for sharing your insight.
