How much of a bottleneck is the 16gb ram, and is the less storage, ram, and worse CPU + cooling worth the $400 less or nah?

It's my first time buying and I'm looking for the best value, but I can spend extra if it's actually worth it if it means the PC will last considerably longer.

Which one is better? I already have the 5070 one, but the 9070XT one is also nice, I could upgrade to it. I just think dlss is so broken, 6x frame gen and dynamic coming out soon?!! Idk if fsr is improving fast enough to catch up.

Is it possible to get a gaming laptop with an OLED Screen, 14 inch size and slim good build quality, and a 5060 for under $1500?

Budget: <$1500 (Can go a little above)
Country: USA
Use Case: Lot's of School Work and looking to get into AAA Gaming
Preferred Specs: Atleast a 5060
Notes: I'd also like good build quality, nothing crazy, Asus A14 level is good, but I rlly want a good screen. Macbook or OLED level.
