Can/Should I put a Rear Bumper Cover [first pic] on top of the Rear Bumper Applique [second pic], or remove the applique first?

I want to put the hard rear bumper cover on my 25 impreza, but the dealer had already put the clear applique on. Do you think it's alright to put the cover on top of the applique itself, or should I use a heat gun and attempt to remove the applique first before applying the hard bumper? Is it really a huge deal if the cover adheres to the applique instead of the actual paint?

My thinking is that I kind of want both, as the hard cover has a little gap that exposes the edge of the bumper, and the applique is actually longer than the cover too. I just like how the cover looks. Would be a win-win if I could put the hard bumper on directly, but not a big deal if I had to remove it.
