crusty back?

backstory:
i was taking care of my sisters cat while we was across the country helping my grandma, she had to move there permanently to assist with her day to day living. I was unable to keep her cat so i gave her to my friend. She had this flakey skin before but it cleared up really well after we treated her for fleas. After a month of my friend having the cat, he unfortunately ran into some massive family issues so i gave her again. I missed her, i’m happy i was able to convince my roommates to let her stay with us. She does not have fleas, but her skin is worse than i’ve ever seen it. Her whole lower back is so flakey and it seems like she is trying to groom it, but can’t reach entirely. It flakes off to the touch and is very scabby. Her tail is pretty bad too. I have no idea what to do, i’ve never seen anything like this before- as i’ve never owned cats, only cared for them briefly. I will take her to vet when i am able to save money- hopefully within the month, but things are really tight and i was anticipating having a cat. Please do not shame me- i genuinely do not own cats and did not plan to have this cat, there are circumstances out of my control. I’m sorry, any advice is helpful. thank you. and again- when i get the money i WILL take her to the vet- im really trying i swear.
