Clear cost issue, DIY-able?

I recently came into possession of this 2010 Buick Lucerne. It’s only got 58k miles on it, so hoping to have it for a while. It had been parked outside in direct sun for the past 6 years or so, and driven a couple hundred miles a year for that period. I can’t tell if the clear coat has worn off, or if it’s some type of dirt/grime? I’m worried about trying to wash it or clean it off in case it is the base coat exposed. I rubbed a small area with a damp paper towel and it does have some black/brown smudges on it.

It’s only the top areas of the car, but is quite uniform. The paint on the sides and lower parts looks totally normal. If this is the clear coat being worn off, is it safe to take through a car wash? Don’t want to make it worse, but the car could use a good cleaning. I don’t really have any experience with this type of thing, but don’t have a lot of money to drop on fixing cosmetic stuff. What would be the harm in not addressing this at all?

I posted this in another sub and was recommended to ask here, and someone said it was UV damage to the clear coat!
