Dead racoon in yard

Hi! Technically I live in Port coquitlam, but theres isn't a very active sub from that so I'm posting here.

As the title states, there is a dead racoon in our yard under a couple of wooden boards. Unsure if it died of illness or something else. Is there a specific way to get rid of it? Do we have to talk to the city to remove it, can we just bag it up and throw it in the trash, can we bury it, etc. What is the usual protocol? Never ran into this before so just thought to confirm.

Is this safe to eat?

This pack of romaine lettuce from Costco has been sitting in my fridge for a while now. Maybe half a month? Maybe longer. It looked alright out of the pack, but there was this one lettuce at the end of the pack that looked rotten with juices. It was contained to that lettuce though. The other two lettuce looked alright. They were still plump and crunchy (by feeling, not by taste). The roots are now red though, as per the photo. Is it still safe to consume raw, or is it a goner?
