Doctor please, my lava lamp, she's not breathing,

I plugged it in after a few months of no use, it flashed on for a split second then stopped working permanently. Is this something with the bulb?

Another thing is it looks moldy or something on top of the wax, will this stay a problem if i were to get the bulb fixed and get it working again?
