Certified Birth Certificate Question

I know that a certified birth certificate is not required for application under C-3. However, a family member would really like to have one for his G0 as he feels it would be a more clear record tying him to Canada. In applying to the Director of Civil Records in Quebec, he listed the reason for the request as needing it for his application for Certificate of Citizenship, and included all of the birth certificates, marriage licenses for name changes, etc linking him to his Grandfather. The reply from them was , not surprisingly, that the record (1907) was greater than 100 years ago so he would have to contact BANQ. That is understood. BUT, they also stated that although he showed the connection as a relative, he would need to provide proof of the need for his request since he is not listed on the act (birth record). Can anyone tell me what proof they are looking for? I thought that needing a record for C-3 application would suffice as the reason, but they are saying that it does not. Your help is appreciated.
