I can't access my Steam account because someone used the wrong username. I've been falsely accused of illegal purchases on Steam (I don't remember exactly), and now I can't access it

I contacted support and followed their instructions exactly, and now I have to pay $25? I don't have the money. I explained that if I could pay $5, the process could continue, which I did, but it didn't help

Now I don't know what to do because supposedly if I don't pay soon, my account can't be recovered. Can anyone advise me?
