I NEED HELP UNDERSTANDING MY CAT!!

Okay so I, 16y female, have a female cat named Sheba, she's a 6y mutt and I absolutely love her. She hasn't been spaded cuz we can't afford any vet appointments. She currently acts as if she's in heat 24/7 and having your neighbors come over and tell you to shut your loud cat up is a very common thing. I also have a 3-4y male simease tabby mix that has been neutered. Now, me and Sheba LOVE getting all nice and cozy under blanket to snuggle right before I go to bed or right as I wake up, which can be annoying cuz it'll keep me awake and I need my sleep. I love her and she loves falling asleep next to me under my blankets....... Most of the time. The other times, and what I want to understand, is why she'll scratch me, meowing like crazy, whenever I lift my blankets for her to join me under the covers. This only happens when I'm in bed. (FYI, during spring, summer, and fall I sleep with a very old circle fan that works perfectly + I live in Idaho) She scratch my head or pillow or right next to my pillow and then she starts clawing at the top side of the blanket. I then proceed to lift the top side that just so happened to be in the most perfect and comfortable position (and yes, all of this happens EVERY FRICKING TIME!) so that she can enter, but she does this weird thing (the thing I need help understanding) and she basically just go in and out, meowing like crazy, occasionally laying down but will still keep meowing. It's getting a little annoying but I want to know what is going on. I tried Google but that didn't work well.

TLDR:

I am a 16-year-old girl who is confused by my 6-year-old unspayed female cat, Sheba, who constantly acts like she’s in heat and often meows loudly. The cat loves cuddling under blankets with me, but sometimes scratches at the blankets, repeatedly goes in and out from under them, and meows nonstop while in bed. I want to understand why Sheba behaves this way, especially during bedtime cuddles. I live in Idaho and my parents said that I have to pay for any vet visit but I'm unfortunately unemployed.
