Is manager approval of expense reports the most universally fake control in accounting?
The seems identical everywhere: manager "reviews" each report for 15 seconds, clicks approve, control theater complete. Meanwhile the close runs late because two approvers went dark, and when fraud actually surfaces, it ran for a year under those same approvals.
