I’ve been trying to enroll in the Apple Developer Program for days and I keep getting this exact message:

“Your enrollment in the Apple Developer Program could not be completed at this time.”

I honestly don’t understand what the actual issue is.

I already tried:

• Multiple Apple IDs
• Different emails
• Different devices
• Using the Apple Developer app
• Browser enrollment
• Waiting and retrying
• Real personal information
• 2FA enabled

And literally every single account gets the same error.

No detailed explanation.
No rejection reason.
Nothing.

I’m starting to think Apple’s automated system is silently flagging accounts for some reason without telling users what’s wrong.

I cant even reach the payment page!

Has anyone here actually solved this?
Did Apple support help?
Did you need ID verification or a phone call?

I’m in Saudi Arabia if that matters.
