I'm trying to find a kids or family movie I watched in the early 2000s. It may have been a TV movie rather than a cinema release. I believe it was live action.

Two things I specifically remember:

1. A hot air balloon scene that was a prominent part of the film
2. A character who visibly played the saxophone on screen — it wasn't just background music, someone actually played it as part of the scene/story

The saxophone sound was smooth and slightly mysterious/dreamy — similar to the opening riff of Guru Josh Project - Infinity if that helps anyone place the style.

The film itself had a whimsical/adventurous tone. It could be from the 80s or 90s and I caught it on TV in the early 2000s. Could be American, British or European.

Not looking for: The Chipmunk Adventure, Wizard of Oz, Up, or Night Crossing.
