How to get health insurance for retired US expat in Germany

We (married same-sex couple, US citizens currently living in US) are planning to move to Berlin when we retire in two years, at age 67. I also have German citizenship so that will my husband a residency permit; and I myself should be able to re-enter the German public health insurance system. But we are wondering how best to get my husband health insurance in Germany. I fear that it will be impossible to get him into the public health insurance system (gesetzlich Krankenkassen) and will only leave the option of getting him private health insurance, which is likely to be expensive — especially given our age —and raises issues of preexisting conditions. Has anyone here navigated this situation? Many thanks in advance for any advice.
