I bought a car with a Pennsylvania state title and the original owner is out of the country and doesn’t plan on coming back anytime soon. We weren’t aware about the notary thing with pen state and I’m currently stuck with this car I can’t do anything with. Is there anyway around needing to have the title notarized. I’m in New York btw
