Just a thought experiment
During the last days we drove from Lilongwe to Chambe. The road was horrible full of holes.
A jung guy with a shovel was standing on the road asking for money.
Now let's start:
Assume you are the guy with the shovel. You could start fixing holes. This is a lot of work and helps others. Will they pay you for it? Maybe. It would require that they see the result of your work.
Imagine that you have fixed a few holes, people start seeing the benefit of your work and start paying. Would you keep on working? Would they pay more if you keep filling holes? Maybe.
But if you stop working will they stop paying? Not immediately. Locals would probably notice the scam after after a few days and stop paying. Tourist would keep paying....
Assume you would keep on working and fill all holes, now the drivers are not annoyed by the holes any more. Would they still see the value of your work? Or would it becomes the new standard?
