Wouldn't it have been better to have her in the Tigermen Village where she can actively help Zhao? The missions you get as her don't make sense either.

maybe she could've gotten a mechanic similar to Aislin, where she helps him in exchange for Chathayan units.

I'm currently playing her only with Tigermen, so I barely interact with that mechanic but it feels weird and detached whenever I see it. Zhao died in my campaign

But I still get missions like go destroy that guy that is far away from Cathay and poses no danger to us.

Aislin can restore high elf factions if they get destroyed. She could have been more fun with a mechanic like that.
