UPS delivery - constant lie that they cannot deliver - anything that can be done?

Unfortunately some of the home deliverables we get in Den Haag are done through UPS. Based on my subjective opinion, they are the worst delivery company still on the market.
I have multiple cases (basically all the cases) where they said that they could not delivery (without mentioning a reason). In all these cases (around 5), someone was at home, so it is not about that. It's more like they don't even bother to deliver.

My question would be, is there any way to react? As, it looks like for them is the default procedure. And I would like to payback as much as I can do, with a decent amount of effort.

Any suggestions?
