Any sub-$500 smart watches with cellular connectivity that are good for on-the-water rowing?

I'm shopping around for both a new cell plan and a new smart watch. As I don't typically take my cell phone in the boat, I'm thinking a cellular-connected watch might be good for safety reasons, particularly for solo rows. I like my vivoactive, which is on its last legs, but the garmin watches will cell connectivity are all $1000+ and can only use garmin's service.

Has anyone used a Pixel Watch or Galaxy Watch for outdoor rowing? From what I gather, their rowing capabilities are near-nonexistent. I don't need anything too sophisticated---just heartrate, stroke rate, split, meters, and maybe live weather/radar.

Any other options that might work?
