What tool can I use to cut a hole in the washer/dryer outlet box for drainage? Or do I need to hire someone? I don’t want to damage any pipes.

Hello, I just purchased this new construction home and didn’t notice this during the final walkthrough. My inspector also didn’t catch this stain on the roof of my garage. There’s nothing above it except the main roof of the house. I also touched it, and it’s dry and firm. Should I be worried, or should I wait to see if it gets bigger? Could it just be an old stain? Any advice?
