This might be a dumb question, but I've never seen clouds look quite like this before. I've seen rain clouds, but I'm not sure that is what's happening here. They look like fully formed clouds with little wispy clouds coming off of the bottom of them. Is this a specific kind of cloud formation? This is in Wisconsin
