Should I use watery mortar?

Hi, this is from an amateur DIY-er.

I am in the process of repairing my front porch steps (Maryland, USA). The base is solid concrete which has crumbling bricks on top which I removed.

I used pavers with mortar/concrete for the first row. I feel like the gaps are too wide, so I decided to use flexible Loctite concrete glue for the upper 3 rows. I applied 3 lines of glue along the length below and 3 lines along the sides.

  1. Do I need to fill in the gaps between the pavers and below the pavers? If yes, should I use watery mortar so it can seep in? Use polymeric sad? Or should I just leave it as is?

  2. There is also a 1.5inch gap in the back for which I need to cut pavers to fit and use mortar. If I don't fill the gaps. Is that okay to leave it as such

  3. I also want to install wooden boards above the existing structure eventually, for aesthetics. Will that affect how I should finish the current project - making it more watertight or leaving the gaps?
