Car not yet purchased but there is a fine of 2.6k for cancellation.

We saw a car recently and liked it. We wanted to get the car checked before buying, the dealer asked to sign a purchase contract but it doesn't make sure we have to buy it and so on. We signed it as we were really interested. After the car got checked we asked him to repair the car for brakes as it seemed to be rusty and highlighted to be unsafe by the official Car check by Oamtc. Its been only 20 days since the car dealer has reserved the car. We had to cancel for personal reasons. He is charging 2.6k for canceling and claims that he has spent on repairs and for reservation. Is this something normal in Austria ? Now we have to spend an awful lot of amount for nothing while he can sell the car with a higher price. The car is still theirs with the repair, I feel upto 200 fine was ok but 2k is awful lot. Does anyone has any suggestions.
