My TED is as resolved as it’s going to get and I want cosmetic surgery to “fix” the damage. Any suggestions in southern CA?

I see tons of eggs all the time, and tons of cloudless sulfurs visiting the plant - but I’ve only ever seen one caterpillar. I have loads of milkweed covered in caterpillars, loads of passion vine covered in fritillaries, but no sulfurs. What could be happening? Yes, I am thoroughly inspecting the plant.
