Tanto bug - none of the workarounds fix it

I'm about 18 hrs into this game. I can equip the Katona or the Tanto, but not both. As soon as I equip one, the other gives me the "restricted" bug. I have tried the horse trick; unequiping everything, saving and reloading, unequiping and storing everything in my Stash, saving and reloading. My combat settings are on Default and have never been changed. Difficulty is on Normal. None of it has fixed the problem. The game acts like I don't own any. I can only upgrade Katonas at the Forge. Tantos don't even show up, despite having looted several. The Tanto Mastery tree is still locked. This is the Deluxe edition, so I was given a Tanto from the start. The one thing I have not tried yet, is to buy a Tanto from a Vendor to see it that changes anything. I will try that tonight and report back.

I'm on PC using a 14900k, 5080 w/ 16Gb VRAM, 128Gb DDR and NVME, so I don't believe it's a performance issue. Any workarounds I have missed, or help in general is appreciated. Thank you.

Played DS2 on my Birthday and got a pleasant Easter egg. (Spoiler)

After completing the story, I went back into finish things I wasn't done with. Went to my private room on the Magellan and was greeted by nice surprise.

>!The whole main cast gathered on the Bridge to sing me Happy Birthday and give me cake. It took me a second to figure out what was going on, since Sam was a part of the group. Then I was just enamored with the detail and thought. They had to pay 7 or 8 actors to do that.!<

I had forgotten I had to enter my B-day at the beginning of the game. Just another cool detail, but man did it help make my day. I had taken the day off and just happened to be playing DS, towards the end of a 100 hr playthrough. It took me so off guard I forgot to get a screenshot. Just as well, as I wouldn't want to ruin it for anyone else. If you get the chance, definitely fire the game up on your B-day. Good stuff.

I'm 86 hours in, made it across the tar pit and immediately went back to finish 5 starring. I'm in the mountains, finished building all the roads and have been trying to set up, or add to, a Zipline network. Every existing zipline I have tried to use says "No lines available", even when another is in clear view. I have placed my own within 300m of another (according to the map) and still have it give me the same message. Not a single zipline out of a dozen -ish has been useable, be they mine or another's. They will highlight one further away and say it is out of range, but not acknowledge the one right in front of me on the next peak. I cannot rotate them like I see players doing in videos. I can find no bindable controls (PC - Director's Cut) to rotate them. If I place my cursor over one I can see in the distance, while trying to place one (again, within 300m according to the map) I get nothing. If I open the map and click on the one within range I'd like to connect too: nothing. This mechanic makes no sense to me, and not a single video I've watched on it has actually broken it down. They have all been "put one here and here and here", etc. I'm at a loss and getting frustrated. Trying to 5 star all the Preppers is such a tedious time suck, I'm not sure I can afford to keep playing this game. I'm not sure how any adult, with a job and family and all their related responsibilities, has time to repeatedly spend 45 minutes getting a package up a hill in a video game. I get that it is part of the journey, most of which I have enjoyed thus far. The Mountains are breaking me however. It seems like the answer is right there. Ziplines. Simple enough... except they are not. Why is this so unintuitive, what am I missing?
