Which to use a golden bottle cap on?

If the rumors are true and GO Fest Global rewards a gold bottle cap, which one should I use it on? I have about the same level raid teams for water and electric types so they’re pretty even on my priority list

Is it worth it to remove Counter from Mega Mewtwo Y?

Possibly dumb question. I know Counter is a legacy move but as a pure Psychic attacker would it be better to just replace it with Confusion?
