How to stay a little cooler on my balcony?

I know it's impossible to be comfortable outside during these months, but I'm living in an apartment and want to put a little study/chill area on my balcony. I work so I can only study after 5:30PM, but it takes forever for the sun to go down so I'd like a way to keep myself a couple degrees cooler while I study. I'm limited because I don't have outlets outside.

Any suggestions for a swamp cooler or fan that uses a rechargeable battery? Maybe even a solar powered one, so it can charge during the day then I have it for when I come home? Thanks!

How do I make my outside study nook cooler (temperature and design)?

I like doing schoolwork outside but it's so bleeding hot in Phoenix it's difficult to do that even at night. I'm in an apartment, second floor, and have very little room on the balcony (my angle is as much space as I have).

I'm thinking vegetable plants and a swamp cooler but I don't have an outlet outside.
