Import C.O.D. (ICOD) charges on low value gift package to Philippines

Is there any reason why I had to pay a fee when the value of the package is so low and clearly a gift? I thought under 10k php would mean no fees? The value is around only 3k php.

Edit - Sending from the UK.

Also, they took fees at UPS Pampanga(Philippines) but the tracking says the package is still in a Chinese warehouse.
