Yellowy gold color, is this a finish or tone?

Sorry I've been collecting coins as a home hobby, I used to have books and look up stuff to try and find info but all I seem to find on this fellow is a D mint that was gold plated. This one doesn't look gold gold like my 18k wedding band. (Too broke for a gold coin). So just curious if it's tone or some finish I can't find out. I'm not the best at searches. I would think if it was chem treated or played by a different hobbyist that it wouldn't be in this sealed lil bag that matches my mint set from 75. It appears to have been cut with scissors from a mint set.

Any info would be fun to learn.
