Why do some countries do (last-name) and then (person-name), but some countries do the opposite?

I noticed in places like Japan and China they use the person’s surname before using their actual name, but in places like the US and Canada they say the persons name before their surname. Why’s that?

I am autistic and with that I also deal with anxiety. I tend to have this strong feeling sometimes to not speak, however I do still want to socialise and have no anxiety whatsoever, I read online that selective mutism is something similar however it’s out of fear. So do I selective mutism? I don’t want to be labelling myself as something I don’t have. I am open to discussion.
