Heavy damages to the ceiling due to possible water leak from the flat above us (living as a tenant)
Background: I am living as a tenant in a flat in Bhopal. The tenant living in the flat right above us has locked the house and left for vacation.
'Something' has happened in the flat above us, which might be an open tap or a burst pipe, but the result is that our flat has become abundant with waterworks of all sorts. Water is dripping from the ceiling as we live in a moist cave, and the damage is spreading rapidly. Mind you, it has not been a week yet.
The tenant above us has not left their key with anyone in our neighbourhood and is being quite rude and haughty in sending the key over parcel to allow repairs. That is, they'll return in their sweet time, which would be the sixth of this June.
Unfortunately, the damage is spreading rapidly, and the wait can be dangerous, leaving aside the distress we've been suffering. We've sent the damage reports to the landlord of our flat, the landlord of the flat above us, the society repair teams and the committee. No help so far and no one is taking the matter seriously short of waiting till the tenant above us returns, which does not seem possible.
We think there might be some legal aid that could be sought here, especially regarding entering the flat above us, but we're not quite sure what to do.
Any help is greatly appreciated.
Edit: Can the landlord of the flat above us break into his own flat without repercussions?
