Windows 10 can't update

I'm trying to help my friend upgrade to Windows 11. He is currently running Windows 10 Pro 22H2, and I suspect his Windows Update is completely corrupted. He is unable to install any updates using Windows Update (including Windows 11), as he gets the error 0x800700c1.

He can't use the dedicated Windows 11 installation tool either, as it runs all the way to the "Blue Installing Screen" and then exits with a popup saying "Installation of Windows 11 failed". After this we checked C:\$WINDOWS.~BT\Sources\Panther\setuperr.log and after giving it to AI it said that the main error was 0x800700C1 and that is most likely "corrupted or incompatible driver / servicing stack + failed dynamic update retrieval".

We've tried running both sfc /scannow and DISM (we've also tried running DISM through a Windows 10 ISO file), but both of those fail as well. DISM fail with error: 0x800f081f.

I am running out of ideas other than trying to nuke the PC, but at this point I don't even know if that would work... Do any of you brilliant people have a solution for this?

If the only option is to nuke his PC, should we do it using a USB where I download the installer on my PC to ensure it doesn't get corrupted, or is it "good enough" to nuke it through the Windows Settings?
