Posting for help on behalf of a friend, who is an international student.

They recently had to call an ambulance, and was asked afterwards to pay the bill. Their private health insurance policy supposedly covers this, but was insisting that Ambulance Victoria provides an itemised bill before they would do so, and AV has refused the "itemised" part of that.

What should they do? My brief google search hasn't come up with anything, and they're rather overwhelmed right now so haven't been able to stand up for themselves.
