Can I save the paint? Or is it too far gone

This is in Arizona so the sun cooked my car

Edit: okay my paint is cooked, literally.

I don’t have the tools to repaint

But I do have sanders. Would it be cheaper and faster to sand the car myself then take it to a paint shop?
