dog bite! a leashed chihuahua bit my leg and it bled a little. do i need to go to urgent care or will Neosporin do enough? see pic thanks so much!

I have had this lump in my neck since I was around 13, I’m now 20 (F) and it’s never gone away, it’s about the size of a marble and it’s only noticeable when I position my head in a certain way, it’s circular and moveable and doesn’t hurt, it just freaks me out every now and then when I notice it again as I forget it’s even there as it’s been so long…
Should I be concerned about this, was previously told it was muscle when I was 13.

So, sorry for sharing this picture.. But Iv been wondering. It doesnt move nor mix in water. It's not consistent but sometimes this happen (the brownish-red stain looking thing in the bottom).

Im being paranoid because I shift often between diarhea, constipation and normal stool. I do have blood rarely on toilet paper and am planning to go to the clinic, but for the time being, is this blood or am I just being paranoid ?! I think if it were blood it would mix in with the water, right ?
