Murder of Dwight

What does being accused of insurance fraud and theft have to do with cold blooded murder? And in Front of a witness? The storyline sucks. He says Carter is like Dwight because he's been there twice. I don't recall him being convicted of anything? And he didn't commit a crime the night Dwight was murdered. It seems incredulous that the people in power there would go along with that? A small ranching community needs a sheriff that is a criminal himself? Why?
