Really, when you think about it, Naruto and Sasuke vs Issei and Vali isn’t a fight.
First off, just wanted to settle that physically wise Naruto, Sasuke, Vali and Issei are mostly relative when it comes to stats; all relative to planetary. Maybe Issei and Vali having the slight speed advantage that could be countered to teleportation jutsu on Sasuke’s end.
Penetrate - Naruto and Sasuke really don’t have any defensive abilities besides Susanoo and the Kurama avatar, so assuming they don’t use them penetrate becomes obsolete. Naruto can also keep with Penetrate using his Frog kata and Frog strike; Frog Kata uses nature energy to extend the range of Naruto’s physical attacks and as Issei and Vali can’t sense senjutsu there’s no way to really avoid them. Frog strike is an attack that sends Senjutsu through the users body and attacks the internal system and organs which neither Vali or Issei have counter.
Boost - Naruto can keep up with Issei’s increasing strength by using Boil release: Unrivalled strength, a jutsu that boils his chakra to the absolute max and, like the name says, gives him unrivalled strength. Sasuke, using the Rinnegan could likely also absorb some of Issei’s boosted energy if even the chance of physical contact, like in h2h.
Blaze Inferno - Sasuke can counter Issei’s blaze inferno with his own Amaterasu, having the advantage of being able to spam Amaterasu if needed, mold the flames to his liking into different shapes etc and being able to cast it at a glance instead of Issei who needs to charge it for a second and can’t only fire it from his mouth in a single direction. The only counter they have go get the flames of Amaterasu ogf them is for Vali to divide them and Issei to switch out of his scalemail, leaving him vulnerable.
Divide - Naruto can counter Vali’s divide by simply being in sage mode, as Vali is unable to mold Senjutsu energy properly if he absorbs too much he’d transform into a toad.
Issei and Vali have really no defence against Sasuke’s genjutsu and Rinnegan abilities. Issei might’ve been able to use dress break astral to break a random yokai’s illusion be he’s not breaking out of a Rinnegan genjutsu with it. That and top of Sasuke being able to rip their souls out in close range, getting an immediate kill.
If Vali and Issei were to summon Ddraig and Albion Naruto and Sasuke could counter with a few things; Naruto ‘summoning’ Kurama like he did in Naruto the Last, Sasuke summoning the Gedo Mazo which could likely use its chains to, at least temporarily, restrain the two dragons, along with all of Sasuke’s Rinnegan summons (Including a giant Panda that can tank damage, a chameleon that can go invisible and giant dog that whenever it takes damage splits into another body.)
If Naruto or Sasuke get injured they could summon the King of Hell to completely heal them of their injuries. Along with that Sasuke has all his other Rinnegan abilities like shinra tensei, bansho ten’in, chibaku tensei and being able to turn his body into a bunch of rockets and lasers. On top of that Naruto can create over a thousand clones with the same exact same powers and strength as him. The only countered they have to Naruto’s clones is maybe Vali’s compression divider but Naruto can just summon more. On top of that Naruto and Sasuke are strong enough to endure compression divider themselves, and fast enough to avoid the reduce poison. All of this isn’t even bringing in Naruto’s truth seeking orbs, which ignore all defensive abilities and nullify all jutsu and likely DxD Magic.
