The Ethiopian Railways Corporation (ERC) Mixed-use Commercial Complex is a massive real estate redevelopment project located at the historic La Gare headquarters site in central Addis Ababa. Designed to be a sprawling new commercial and administrative hub, the project will serve as the modern headquarters for the ERC while drastically expanding the corporation's commercial footprint. It is positioned as a major transit-oriented node in Addis Ababa's ongoing urban modernization, aiming to generate independent revenue for the national railway network.

Site Specs and Context
The ambitious mega-project represents a complete transformation of the historic La Gare railway site. The master plan features a towering 35-story headquarters building as its focal point, flanked by a 21-story luxury hotel. To maximize commercial viability and offset legacy infrastructure debts, the site will also host 27 high-density residential towers ranging from 25 to 36 floors, along with five large shopping malls. This effectively transitions the ERC's traditional administrative base into a self-sustaining "city within a city."
Infrastructure and Access
Strategically positioned in the heart of Addis Ababa (Kirkos district), the headquarters will act as an integrated logistics and corporate nexus. The site benefits from direct proximity to the Addis Ababa Light Rail Transit (LRT) network and major metropolitan corridors. Its integration with surrounding transit lines reinforces La Gare’s legacy as the transportation epicenter of the city, now updated with premium pedestrian infrastructure, underground parking, and smart-city commercial zones.
Contractors and Financials
The project forms a core part of the ERC’s strategy to mitigate financial bottlenecks and restructure massive legacy debt from the Addis Ababa-Djibouti railway. In December 2024, the ERC signed a pivotal Memorandum of Understanding (MoU) with the European investment firm COIPA Capital OU. COIPA Capital is providing technical, financial, and advisory support to execute the headquarters mixed-use project, leveraging private investment and global expertise to bring this ambitious architectural blueprint to life.
