Constitution of the Citadel (Important, please read.)

CONSTITUTION OF THE FEDERAL KINGDOM OF THE CITADEL

PREAMBLE

We, the Bugs of the Citadel, united under one Crown and one Nation, establish this Constitution to preserve order, justice, prosperity, and the common good.

Recognizing the authority of the King, the unity of the Nation, and the rights and duties shared by all Bugs, we affirm the principles upon which the Federal Kingdom is founded.

This Constitution defines the institutions of the Kingdom, establishes the organization of the State, and ensures the coexistence of the Kingdom's regions under a common constitutional order.

TITLE I – THE KINGDOM

Article I – Nature of the State

The Citadel is a Federal Kingdom.

The King represents the Nation.

Article II – Equality Before the Law

All Bugs, regardless of their wealth, species, family, origin, or social status, are equal in rights and duties.

Article III – National Symbols

The official language, capital, flag, coat of arms, and national anthem of the Kingdom shall be established by law or by Royal Decree.

Article IV – Supremacy of the Constitution

This Constitution is the supreme law of the Kingdom.

Any law, decree, or regional constitution contrary to this Constitution shall be considered invalid.

TITLE II – THE CROWN

Article V – Executive Power

The King holds executive power.

He appoints every member of the Government, which is accountable only to him.

Article VI – Succession

When the King dies or voluntarily abdicates, he appoints his successor either directly or through his last will and testament.

If the King dies without naming a successor, the Senate shall elect the next King.

Article VII – Regency

If the King becomes unable to exercise his duties, he may appoint a Regent.

If no Regent has been appointed, the Senate shall appoint one until the King resumes his duties or a new King succeeds him.

Article VIII – Governors

The King appoints the governors of every region.

He may remove any governor from office at any time and appoint a replacement or order an election to fill the vacancy.

Article IX – Executive Orders

Whenever the King deems it necessary, he may issue an Executive Order.

An Executive Order takes effect immediately upon its proclamation.

Article X – War Powers

The King alone decides matters of war and military operations.

However, if an operation requires the deployment of more than one-third of the Army, the approval of the Senate is required before the remaining troops may be deployed.

TITLE III – THE FEDERATION

Article XI – Federal Regions

The Citadel is divided into the following regions:

  • High Halls
  • Choral Chambers
  • Memorium
  • Whiteward
  • The Slab
  • Whispering Vaults
  • The Underworks

Each region is governed by a Governor appointed by the King, except Choral Chambers, which has no Governor.

Article XII – Regional Autonomy

Each region possesses its own government, laws, and political institutions, provided they remain consistent with national laws and this Constitution.

Article XIII – Regional Political Systems

Each region may establish its own political system.

However, regional governments must respect the authority of the Kingdom and the provisions of this Constitution.

Article XIV – Regional Decrees

Governors may issue Regional Decrees.

Regional Decrees may serve as local laws or regional constitutions, provided they do not contradict national laws or this Constitution.

Unless otherwise specified, a Regional Decree enters into force immediately after its proclamation.

Article XV – Territorial Organization

The King may create, merge, divide, rename, or abolish federal regions through Royal Decree.

TITLE IV – THE LEGISLATURE

Article XVI – The Senate

The Senate is elected by the People through universal suffrage.

Elections are held every year, unless the King calls an early election.

Article XVII – Legislative Authority

Laws are passed by the Senate.

The King retains the power to legislate through Executive Orders.

Article XVIII – Sessions and Dissolution

The Senate shall meet according to law.

The King may convene or dissolve the Senate and call new elections.

Article XIX – Senatorial Immunity

No Senator shall be held responsible for opinions expressed or votes cast during the exercise of their office.

TITLE V – THE GOVERNMENT

Article XX – The Government

The Government is appointed by the King and is accountable solely to him.

Article XXI – Ministers

Each Minister is responsible for the administration of their assigned department.

The organization of ministries shall be determined by Royal Decree.

Article XXII – National Budget

The national budget is proposed by the Government.

It must be approved by the Senate unless enacted through an Executive Order.

TITLE VI – THE OPPOSITION

Article XXIII – Council of Opposition

The Council of Opposition consists of the Council President and up to eight Bugs appointed by the President.

Its purpose is to criticize the King's decisions and policies, represent alternative viewpoints, and encourage constructive criticism.

TITLE VII – THE JUDICIARY

Article XXIV – Judicial Authority

Justice is administered by judges appointed by the Minister of Justice.

Judges are appointed for the duration of a specific trial or legal matter.

Outside of judicial proceedings, judges remain free to pursue other occupations.

Article XXV – Judicial Independence

Judges shall exercise their duties independently and according to the laws of the Kingdom.

No authority may interfere with their judgment during an ongoing trial.

TITLE VIII – DUTIES OF BUGS

Article XXVI – Duties of Citizens

Every Bug owes loyalty to the Kingdom, respect for this Constitution, and obedience to the laws.

Every Bug may be required to contribute to the defense of the Kingdom according to law.

TITLE IX – CONSTITUTIONAL AMENDMENTS

Article XXVII – Amendments

Major amendments to this Constitution require the agreement of the King and sixty percent (60%) of the Senate.

Minor amendments may be enacted by the King alone unless rejected by sixty percent (60%) of the Senate.

TITLE X – FINAL PROVISIONS

Article XXVIII – Continuity of the State

The institutions of the Kingdom shall continue to function according to this Constitution and the laws of the Kingdom.

Article XXIX – Entry into Force

This Constitution enters into force immediately upon its promulgation by the King.

All previous constitutional provisions inconsistent with this Constitution are repealed.

The New Order

People of the Citadel.

For a long time, the Citadel, and the Holy Citadel, has been ruled against common sens. Idiots were at the head of power, and prevented intelligent person to ascend above their incompetence. Today, that Idiocracy is dead. Today, I am instauring a better order in the Citadel, a new order. The Holy Citadel now stands with me. After so long, the Holy Citadel will once more rule the Citadel, but it will do it the only right way.

I am hereby declaring the birth of a meritocratic regime. For those who wonder, I am tolerating opposition. I will soon present to all of you the new Constitution of the Citadel. I am now asking everyone who would like to be governors to show themselves and to tell me where you would like to be Governor

A bit after, A senatorial election will be held to compose the Senate of the Citadel

As promised, my troops will withdraw from Shellwood, Bellhart and Mossgrotto, once I am assured their future is stable. If it takes me too long, I will still release them (tomorrow max).
