Why is this not any and all cities in the West?

Why is this not any and all cities in the West?

How come Aleppo, a city just exiting 13 years of civil war, cut out of the international trade for ages, with a destroyed economy and an annihilated population, covers whole city blocks with solar panels while in most places in Europe I've been it's so unaffordable?

It's a genuine question, I don't get how they managed to pay for all of it or why it's so expensive over here. Did they get some loans from somewhere for this? Can it be replicated in the west? if so why it's not?

2 legislation ideas

I have 2 ideas for legislation changes that I think would make the US the greatest builder and exporter of solar panels as well as lower the cost of manufacturing in the US drastically.

  1. All power companies must offer two way metering. In addition they must pay a minimum of 75% in cash(not credits)¹ to residential properties² that put more power into the grid than they take out.

¹ I say in cash because some companies will only offer a discount to your power bill. Once you fully cover the cost of your power bill they simply stop paying you.

² If during peak hours they charge $100 per Kw then they must pay $75 per Kw a residential property provides. This does not restrict what they may charge or pay industrial or commercial properties. This is important as this is where they should make their money.

2 The US should give all the same benefits in trade and taxation that they do the domestic automotive industry.

I believe these two things combined will make it so owning solar panels on a home is as common as owning a car. I'm not a lawyer or a career politician³ so I am willing to listen to any criticism you might have of my idea.
