Chronic high cortisol (around 40)

My morning serum cortisol has been around 30/40 (reference range 4.80/19.50) every time I got it tested since 2019. I suffer from severe anxiety. I don't have any Cushing's symptoms and Dr said it's my normal. Just anxiety symptoms, (intrusive thoughts, etc. But not physical symptoms) Any thoughts on this?
