my library stopped using hoopla :( can I sign up as an individual?

I just downloaded a few books last week before going on a cruise, I opened the app this morning on the ship and now the app wont let me log in and the website won't load. Is this just a me issue or is anyone else having problems?
Has anyone else noticed this? I'm opening a book and instead of going to the place I left it at I am taking all the way back to the beginning.
I have a non-resident card at Queens Public Library and just discovered that they support Hoopla. However, I also just discovered that the Hoopla app is not available for download in my region.
So, before I go and create an account, how annoying would it be to only use it in browser? Preferably on my phone. I assume I won't be able to download things to use offline, but how about syncing with an ereader? Or just general usability?
Is it even a feasible solution?
I have a Kindle and can’t send eBooks from Hoopla. For those that in the same position, do you typically just use Hoopla for audiobooks or do you also use it for the other offerings (movies, TV shows?)?
I'm excited to get my $65 hoopla refund!

What is the trick to finding a book with a specific narrator, without having to open the description to find it. Thanks.
Local library system got rid of Hoopla a few days ago and now I’m stuck without anywhere to read graphic novels digitally for free. It’s a huge loss in my house because it was such a good service and site especially since neither me nor my fiancée drove.
