Is a mandatory paid seminar before a beginner's first exam actually a valid practice?
My brother has started learning MMA at a training center and this is his first exam, which is for a general evaluation after checking techniques and all that what rank he is in. Now the exam fees is ₹1650 but apart from this they are also demanding a mandatory paid seminar session of around ₹3000 before the exam. They are also asking this money to be paid in cash and not online. Is this practice actually legit?

I am 23 m from Uttarakhand, last year I was living in Ghaziabad, UP at my Aunt's place for almost a year for study purposes, did MMA for like 2- 3 months there, the coaching wasn't the best neither the cramped training area but hey it was better than nothing, after coming back home last year I searched on google maps for mma gyms, I wasn't expecting anything near me for 10s of kms cause i live in in a suburban area but there is literally nothing near me , like the closest place with 'boxing' training is in 'Haldwani' which is hours away drive from me, places nearest to me with actual 'MMA' are in Delhi and areas near it , it sucks there are like a million workout gyms everywhere but no combat gyms outside of major cities. The only way would be to move to a city but its not like Iam looking to make it pro. I do a bit of freelancing + am a major introvert thus I prefer working from home, I wanna do MMA as a hobby cause I loved the feeling of exhaustion + the confidence it used to give me + A lot of people in the street look to scam/hurt me always. For a while now i've been day dreaming about sparring and rolling on mats that I used to do back in my old gym, it leaves me so frustrated that I cant even watch an Indian mma reel on insta cause i just get triggered about the fact that Iam 23 unc wasting away my possible prime. rn I'm just rotting away in bed with some days which are few in between in which I go for a run and some casual workout. I 'might' move out with my sister for a while as she herself will be movin out for her job soon but thats a big 'might' for me cause every time I have gone to cities, I have gotten scammed right and left (India cities are a shithole in general). Also my mom gets frequently sick and I don't wanna leave my parents on their own anymore as I sometimes feels my parents are getting old and I should be there for them now? idk I'm pretty paranoid I think. It's a vent more than anything as I know the solution is simple if I really wanted it bad enough I would move out but it's a vent nonetheless. Is anyone else in a similar ship as me?
