How do I write character rules that make certain player requests impossible instead of negotiable?

I’m building an AI roleplay character/scenario, and I’m trying to solve a consistency problem.

In most scenarios I’ve tested, if the player pushes hard enough, the AI eventually bends the story toward whatever the player wants. But I’ve played one scenario where the characters were genuinely resistant: they had their own path, denied certain requests, and would not let the player talk them out of their established decision.

That’s the behavior I’m trying to recreate.

In my scenario, there are two characters who have already made a firm decision: they are not going to reopen a past experience with a third character. The third character wants another chance, but the whole point of the story is that this door is closed to him. I do not want the player to be able to persuade, charm, negotiate, guilt, seduce, or logic them into changing their minds.

What is the best way to write that into character rules / scenario rules / extra details?

I’m looking for wording that makes the denial feel natural and character-driven, not like the AI is just saying “no” mechanically. Ideally, the characters should redirect the story forward instead of giving the player an opening to keep arguing.

Has anyone found reliable phrasing for “this outcome is impossible no matter how the player asks,” while still keeping the scene interactive?
