Ive been running cc sniper no crits for a while and i dont feel like the buffs are there i get that u need hostages but does it have to be civs? I know converts work but to their respective owners. Im either overthinking it or the buff really isnt being given. Can someone explain pls

I use the Eagle Heavy Rifle and the Locomotive 12g Shotgun with dragons breath. I'll post the stats of each in the comments.
