hi I bought this Intel Xeon e3 1271 v3 used and I looked at the back of it and found some the capacitors missing and I compared it to a stock image and im worried that I bought a broken one

Estou montanto um kit xeon x99 e estou com um pouco de dúvidas se as peças que pretendo pegar funcionam juntas, segue as peças:)
my build, Xeon 2696 v3, RTX 3070, 32gb ddr3 1866 cl11, xd3 mobo, is underperforming quite a bit. in some games it has an hard time keeping 60 or 75 fps, frequently dropping, stuttering or even staying under 60. from the benchmarks I've seen and people ive talked to it should keep 60 or more fps most of the time in most games.
yesterday i started Warhammer space marine 2, it has problems and stays always under 60 fps, even with low settings, 1440p, it also had this problem where every once a while it dropped to 15-20 fps for 0.5-5 seconds.
i tried to fix it by tighening the timings a bit from cl13 to cl11, but it seems to still have that problem. exact same thing with Helldivers 2.
here's the modifications I've done to it: TBU, went from -50 UV to -75 UV, disabled inspectre and meltdown protection, rebar on, tighened timings, c0/c1 states, another couple modifications to cpu states, EDIT: i forgot to say that i tried 10 cores mt on/off and 12 cores mt on/off, the cpu stays at 3.8ghz when running 10 cores, 3.7ghz when running 12.

I was playing this Saturday around 11:20 PM and my PC suddenly shut down. When I turned it back on, it made some strange beeps and stayed on a black screen. Then I opened the PC and found this on my GPU. Does anyone know if this can be fixed? If not, is there any way to prevent it?
(I looked at the PCIe slot on my motherboard and some of them were burnt out. I tried to take pictures, but I couldn't.)
Eu tava jogando esse sábado por volta das 11:20PM e meu Pc desligou do nada. quando ligava faziam uns bips estranhos e ficava numa tela preta, depois abri o pc e encontrei isso na minha GPU e na placa mãe tinha alguns queimados também na área onde estava tendo contato, tentei tirar fotos, mas não consegui. Alguém sabe me dizer se isso tem conserto? Se não tiver, tem alguma forma de se evitar?
